Роспись (в денежной форме) доходов и затрат любого экономического объекта, от госу¬дарства до семьи. Бюджет государства [state budget] – роспись его доходов (главным образом от налогообложения) и расходов (на социальные нужды, оборону, управление и т.д.), главный инструмент проведения экономической политики правительства. В условиях Российской Федерации под государственным Б. обычно подразумевается Федеральный бюджет., ежегодно принимаемый Государственной думой. Но это не совсем точно: бюджеты субъектов Федерации, местные бюджеты, внебюджетные фонды (напр. пенсионный (вместе с федеральным Б.) составляет в совокупности так наз. консолидированный бюджет государства. Это различие необходимо учитывать при анализе: структура федерального и консолидированного бюджетов может существенно различаться (например, доля оборонных расходов больше в первом, доля социальных — во втором). В свою очередь, консолидированный Б. субъекта федерации (региональный) включает Б. самого региона, местные бюджеты, трансферты из Федерального бюджета, доли внебюджетных фондов, приходящихся на данный регион.
